Administrative Reorganization Act of 1939


Gave the president the authority to hire additional confidential staff and reorganize the executive branch (within certain limits) for two years subject to legislative veto. It was the first major, planned reorganization of the executive branch of the government of the United States since 1787. Led to Reorganization Plan No. 1, which created the Executive Office of the President.

Hatch Act


Forbade intimidation or bribery of voters and restricted political campaign activities by federal employees. It prohibits using any public funds designated for relief or public works for electoral purposes. It also forbids officials paid with federal funds from using promises of jobs, promotion, financial assistance, contracts, or any other benefit to coerce campaign contributions or political support.

Neutrality Act of 1939


Repealed the arms embargo clause of the Neutrality Act of 1937 and allowed belligerent nations to purchase arms in the U.S. provided they paid cash and used their own ships for transportation.

Alien Registration Act


Required all foreign nationals to register and be fingerprinted. Made it unlawful to advocate the forceful overthrow of the government, to teach such doctrine, or to organize or belong to any organization engaged in such activities. Also known as the Smith Act.
